
The program leverages a statewide network of business advisory centers — including the Urban League of Rochester, the Brockport Small Business Development Center at SUNY Brockport and Ibero Business Center in Geneva — to provide free, comprehensive support to MWBE applicants.
State officials already review MWBE applications in as little as 90 days, but the December initiative is meant to accelerate the process and unlock opportunities presented by state contracting.
“Through our Whirlwind Winter initiative, we’re ensuring minority and women-owned businesses across our state have the support they need to navigate the certification process and access state contracting opportunities,” Gov. Kathy Hochul said in a news release. “When we remove barriers and streamline processes, we create a more dynamic and inclusive economy that benefits all New Yorkers.”
State officials recently said New York has surpassed its annual goal of 30 percent MWBE utilization for the fourth consecutive year, with more than $3 billion in public contracts awarded in fiscal year 2023-24.
