New gas station, retail facility planned for Monroe Ave. in Rochester
The owner of a Monroe Avenue gas station and convenience store is asking the city of Rochester for permission to demolish the existing structure and build a larger facility in its place.
Muhammad Kahn, represented by GRH Architecture, Engineering & Construction, has asked the planning commission for a special permit that would allow the construction of a 4,000-square-foot convenience and liquor store as well as new fuel pumps and a fuel canopy at 417-425 Monroe Ave.
The current 2,505-square-foot masonry building at the corner of Monroe Avenue and Averill Avenue was built in 1949, project documents show.
Kahn bought the property through 1416 Culver LLC in August of 2025 for $700,000, expanding his portfolio of convenience and fuel outlets within Greater Rochester.
The special permit request is on the agenda for Monday evening’s planning commission meeting.
The application says the facility would operate from 6 a.m to midnight daily and have six employees per shift.
Architect Reza Hourmanesh of GRH has provided the city with plans for the project. Along with the larger building, the current 5/8th-inch lead water piping will be replaced by a 1-inch copper type-k pipe and new 16,000-gallon storage tank will be installed below grade.
Landscaping of the site will include sweet crabapple and Eastern red cedar trees, red chokeberry and inkberry shrubs and Virginia roses.
