Organizations seeking state support for major economic development projects in Rochester and Monroe County can now apply for funding through the new $225 million Rochester-Monroe Transformation Initiative, a program designed to spur large-scale investments in community revitalization, innovation and public infrastructure.

Gov. Kathy Hochul announced Tuesday that applications are now being accepted for the initiative, which was funded in the state’s FY2027 enacted budget. Administered by Empire State Development, the program will provide grants on a rolling basis through New York’s Consolidated Funding Application process.
The Rochester-Monroe Transformation Initiative is intended to support projects that generate long-term economic impact while advancing strategic placemaking, adaptive reuse, innovation infrastructure and public safety throughout the city and county.
“My administration is committed to driving economic growth that lifts up every corner of New York state,” Hochul said in a statement. “We have already invested more than $500 million in projects throughout Monroe County, and this new initiative will build on that progress, keep the momentum going in Rochester and strengthen communities across Upstate.”
To qualify for funding, projects must demonstrate a transformational economic impact, including outcomes such as job creation, increased tourism, expanded housing or commercial activity, enhanced public spaces or stronger neighborhood vitality.
State officials also said eligible projects should be highly visible and accessible, creating destinations or experiences that residents and visitors can readily use and enjoy.
Applicants will need to show that proposed investments provide benefits beyond the immediate project site by contributing to the broader revitalization of Rochester and Monroe County and strengthening the region’s position as an economic hub.
Another key evaluation criterion is the ability to attract additional investment. Projects should have a clear strategy for leveraging private, philanthropic or other public funding to maximize the impact of state dollars. Applicants must also demonstrate long-term financial and operational sustainability to ensure state-supported investments remain viable well after construction is complete.
Applications are available through the state’s Consolidated Funding Application portal and will be reviewed on a rolling basis until available funding is exhausted.
