Pittsford Oaks development finally given planning board go-ahead

Daniele Management & has finally received planning board approval to create , a 171-unit residential community at the corner of Jefferson Road and Clover Street.

First proposed in 2023, the apartment community will be built on the former site of Barn Bazaar and Five Star Bank within the Tobey Village Office Park.

The Planning Board gave final approval for the project on Monday, but only after more than a year of meetings and site revisions.

The alterations by Passero Associates, acting as the agent for 2851 Clover, LLC, included a reduction in height from nearly 60 feet to 55.8 feet. There also were changes in exterior elements because the board said it wanted the building mass to appear less imposing.

The approved number of units (171) and gross square footage (285,379) both fall within town requirements (no more than 175 units and maximum gross square footage of 287,000).

Plans call for 121 one-bedroom units, 40 two-bedroom units and 10 three-bedroom units. Local law requires unit diversification similar to 16 studios, 102 one-bedroom, 45 two-bedroom and 12 three-bedroom, according to the planning board agenda.

When the project received tax incentives from the County of Monroe Industrial Development Agency in December, the developer anticipated costs to be just over $41 million. COMIDA approved a sales and use tax exemption of up to $1.447 million and a mortgage recording tax exemption of $285,000.

Daniele Development had sought a PILOT agreement that would be based on a percentage of units set aside as affordable, but Pittsford officials balked at that component.

Construction is expected to be completed in the fall of 2027.
