Barilla is expanding its manufacturing operations in the Town of Avon through a two-phase project that will bring a multi-million-dollar investment and more than 90 new jobs to Livingston County.
The expansion includes a $145 million investment to construct a new 52,000-square-foot production building that will house one new production line and three packaging lines, along with a separate warehouse facility to support storage and distribution operations. The additional space will also allow for the installation of a second production line as part of a future second phase of the project, estimated to cost $25 million.
Company officials said the investment reflects continued growth in the U.S. market and a long-term commitment to the region, where the company has operated since 2007. The Avon facility was initially backed by a $75 million investment announced in 2006 and currently supports roughly 145 jobs.
“This expansion marks an important step in our continued growth in the U.S. and underscores our commitment to the Town of Avon,” said Fabio Pettenari, vice president of supply chain for Barilla Americas. “By increasing our capacity, we’re investing not only in our business, but in the future of the community where we’ve proudly operated for years.”
Pettenari added that the project will strengthen the company’s North American supply chain while reducing carbon dioxide emissions by an estimated 3,000 tons annually.

New York Gov. Kathy Hochul said the investment highlights New York’s efforts to grow advanced manufacturing and support regional economic development.
“Through our continued investment in transformative projects with partners like Barilla, we are growing key industries across the state, creating more jobs for New Yorkers,” Hochul said. “This continued partnership will serve to highlight the region’s great agricultural assets and investment in advanced manufacturing.”
Founded nearly 150 years ago in Parma, Italy, Barilla operates in more than 100 countries and maintains 30 production facilities across 10 countries. The company employs nearly 9,000 people worldwide and manufactures a variety of pasta, sauces and bakery products.
Empire State Development is supporting the project with up to $2.75 million through the Excelsior Jobs Tax Credit Program, tied to the company’s job creation commitments. The New York Power Authority is also considering assistance, while National Grid, Rochester Gas and Electric, Livingston County and Greater Rochester Enterprise are also supporting the expansion effort.
The first phase of the project is expected to be completed by March 2028.
