Construction is underway to create 53 new affordable homes in Rochester’s Beechwood neighborhood.
Spearheaded by the Rochester Housing Authority and consultant Edgemere Development, the $27 million, scattered-site project involves demolition of eight blighted structures in the RHA’s Federal Street property, along with construction or rehabilitation of 35 other homes at various locations in the neighborhood.
The Federal Street properties will be replaced by two low-rise, multifamily buildings as well as a single-family home, creating a total of 18 homes.
Construction at the other various sites will create a mix a two-, three- and four-bedroom homes that will be affordable to residents earning 30 to 90 percent of the area median income.
Included in the project are nine units providing supportive services for individuals with a criminal justice history who are experiencing homelessness.
“By rehabilitating or replacing dilapidated properties across two dozen locations, this new development will be transformative for the city’s Beechwood neighborhood,” RuthAnne Visnauskas, commissioner of New York State Homes and Community Renewal, said in a news release..
“Our investment is preserving much-needed public housing stock, providing supportive homes for vulnerable individuals and improving quality of life for current and future residents.”
Rent subsidies will be funded through the Empire State Supportive Housing Initiative and administered by the New York State Office of Temporary and Disability Assistance. Spiritus Christi Prison Outreach is the supportive service provider.
“This project marks the beginning of a new endeavor for the Housing Authority, and we are excited to see their plans come to fruition for the community and its residents,” said Chris Rolan, partner and vice president of Edgemere Development.
The buildings will be designed to meet the New York State Research and Development Authority’s New Construction-Housing Program Tier 4 criteria. Solar panels will be installed on one of the Federal Street buildings.
Financing includes $13 million in state and federal Low-Income Housing Tax Credits, a $7 million subsidy from New York State Homes and Community Renewal and $2 million from the Homeless Housing and Assistance Program.
The Community Preservation Corp. will provide a SONYMA-insured $2 million permanent loan, with the city of Rochester and the RHA providing a $400,000 subsidy.
