Adjacent to the parking lot of Hart's Local Grocers in Rochester's bustling East End, a mountain of dirt towers over a flat plain populated only by tufts of grass and scattered heavy machinery. At this spot in 2013, the city's long-standing stretch of Inner Loop was filled in, in hopes of merging together the East End with the Neighborhood of the Arts and Park Avenue communities.
