State, city of Rochester strive for social and economic equity in cannabis industry (access required)

Early signs point to strong policies, but most regulations still being written

When state lawmakers approved the Marijuana Regulation and Taxation Act (MRTA) in March 2021, one of the key provisions in the legislation called for the legal cannabis industry to benefit individuals and communities disproportionately impacted by prohibition policies and encourage their participation in the industry.
