Building-related permits and business permits can still be obtained, but the city of Rochester’s Neighborhood and Business Development Department has implemented new customer service procedures to comply with social distancing mandates.
Most forms must be submitted by mail or in the City Hall drop box at 30 Church St. Downloads are available on the city website.

Drop completed forms in the City Hall drop box or mail to City of Rochester, room 125A City Hall, 30 Church St., Rochester NY, 14614. Include checks or money orders for appropriate fees. Cash must not be left in the drop box.

New business permits should be placed in the City Hall drop box, and renewal business permits should be dropped off at the local Neighborhood Service Center (NSC) office drop box. » Emergency Assistance Repair Grant applications: Forms can be downloaded online at www.cityofrochester.gov/HomeRepairGrants/ and placed in the City Hall drop box or emailed to firstname.lastname@example.org/.
» Homebuyer Assistance Grant applications: Forms can be downloaded online at www.cityofrochester.gov/homebuyer/ or requested by email at email@example.com/ and placed in the City Hall drop box. No photo copies can be made by city staff and no originals will be returned.
