Project work begins: Apartments planned for former fairgrounds site

Construction has begun at Fairview at Town Center, a $23.5 million redevelopment on roughly 18 acres in Henrietta at the former site of the Monroe County fairgrounds.

Work also is underway on the adjacent Dome Arena, a move town leaders said will re-establish it as a community venue. The property is at East Henrietta and Calkins roads.

The residential portion of the project, along with some commercial development, is being

done by a partnership between Spoleta Construction LLC and Morgan Management LLC.

FSI Construction is doing the work at the Dome Arena.

The Morgan and Spoleta project includes construction of 124 market-rate apartments, as well as an 8,500-square-foot clubhouse with a fitness center, ballroom and pool/billiard room. It also will have a pool, cabana and dog park.

Six of the buildings will be two-story structures and house 10 apartments each; two three-story buildings will have 30 apartments and two townhomes each, said Derek Harrison, project manager.

The apartments are mostly one- and two-bedroom units, with some three-bedroom units. They range from just over 800 square feet to roughly 1,400 square feet, he said.

They will feature quartz countertops, wood trim and molding and washers and dryers in the units. The residential units also will have patios and garages, with additional detached garages to accommodate more parking, Harrison said.

Site work started in July, and the warmer weather has been a benefit to the construction schedule so far, he added. The developers are targeting a late spring/early summer opening.

The developers have the option of adding a second phase on the property, which would add another 249 apartments on 38 acres on the southern side of the site.

They also have 10 acres of land by Calkins Road where two 10,000-square-foot commercial buildings could be constructed. The town might use one of the buildings, possibly for a new library.

The County of Monroe Industrial Development Agency in July approved sales and mortgage exemptions for the project, which is expected to have state and regional benefits totaling nearly $4.5 million.

Spoleta and Morgan purchased the 49-acre site last year from the Monroe County Fair and Recreation Association for $2.8 million.

They have since sold the Dome Arena and the connected Minett Hall, an exhibition space, plus 20.5 acres to FSI Construction, which is undertaking a multimillion-dollar renovation project there. It includes upgraded lighting, parking, pedestrian access and new facilities.

The 2,100-seat Dome Arena opened in 1972 and was built to cater to conventions. Events held there over the years have ranged from concerts to professional and high school basketball and pro wrestling.

Henrietta Town Supervisor Jack Moore praised the work being done at the site, noting the Dome Arena would be “re-established as a community venue” and returned to the tax rolls.

When completed, he expects the venue will be used for a range of activities, including trade shows, sporting events and concerts.

The town master plan had called for apartments on the site, and a market study said they could be supported, Moore said. It has been some time since new apartments were built in Henrietta, and the new residential units, coupled with the town’s central location in Monroe County, will make it a draw for tenants.

The work at the Dome Arena site will complement the town recreation center, making the area a new town center in Henrietta, he said.

Moore said the 41,000-square-foot recreation center is ahead of schedule and under budget. It is expected to be completed in November and cost just above $8 million. The project originally was budgeted at $9.7 million.

“It’s something the community will be able to enjoy forever,” he said.

Spoleta ranked sixth on the most recent Rochester Business Journal list of commercial builders.

Among its current projects is Southpoint Cove, a $48 million project in Penfield that includes 358 luxury waterfront apartments, including underground parking, a clubhouse, pool, fitness center and indoor theater.

Morgan’s projects range from the redevelopment of the Hyatt Regency Rochester to an array of mixed-use developments in the city’s East End. The company is also developing a luxury apartment complex on Court Street overlooking the Genesee River.
