Rochester developer Laurence Glazer has decided to tackle Midtown Tower, partnering with Robert Morgan on a $55 million mixed-use project, officials announced Wednesday.

The redevelopment is expected to be completed by the end of 2014, Mayor Thomas Richards said in announcing the partnership during the Rochester Downtown Development Corp.’s annual Vision-Future luncheon at the Rochester Riverside Convention Center.

The plan calls for between 160 to 182 apartments and commercial space on three to five floors, officials said.

The tower is on the southern end of the 8.5-acre site of the former Midtown Plaza. A building on the site’s west side is being redeveloped by the Pike Co. Inc. for Windstream Corp., which plans to locate 335 workers downtown sometime next summer.

Glazer is CEO of Buckingham Properties LLC in Rochester.
