HCR Home Care launches in 5 upstate counties

HCR Home Care has launched operations in five upstate counties, HCR officials said Wednesday.

The Brighton-based certified home care agency’s launch of operations in Essex, Franklin, Hamilton, St. Lawrence and Warren counties comes after the state agreed last year to consider granting new certified home care operating permits for the first time in more than a decade.

Certified agencies are authorized by the federal Centers for Medicaid and Medicare Services to take payments for the federal insurance programs, which pay for the majority of U.S, home care.

Under the new regime, HCR, a private, for-profit, employee-owned agency, planned to launch new operations this year in 10 upstate counties, a company official told the Rochester Business Journal in December. The company’s new North Country operations are based in its existing office in Plattsburgh, Clinton County.
