Unshackle Upstate releases 2013 policy agenda

Relief for local governments from New York State mandates, changes to insurance reimbursements for injured workers and responsible development of the state’s shale gas resources top the list of Unshackle Upstate’s policy agenda for 2013 released Friday.

“Over the past two years, New York State has made significant progress in rebuilding its economy, but the fight to save our state is not over,” said Brian Sampson, the coalition’s Rochester-based executive director, in a statement.

“Our 2013 agenda clearly identifies the challenges facing upstate families and businesses, and advances realistic solutions that will help make the state a place where we can all grow and prosper.”

The agenda includes three familiar issues:

• enacting meaningful relief from state-mandated services whose costs are borne by local governments;

• reforming the state’s scaffold law, which holds employers liable for height-related injuries; and

• reforming the state’s workers’ compensation laws.

The list includes the permitting of responsible development of New York’s shale gas resources.

Passing a 2 percent cap on property taxes and the Thruway Authority’s withdrawal of a proposed 45 percent toll increase for trucks in 2012 will help create jobs and make the state more fiscally responsible, Sampson said.
